Медичні кластери як інструмент відновлення системи охорони здоров’я:

участь проєкту Clusters4Health у 34-й Міжнародній виставці ReBuild Ukraine: Health & Rehabilitation

2 жовтня 2025 року проєкт Clusters4Health взяв участь у 34-й Міжнародній виставці “ReBuild Ukraine: Health & Rehabilitation”, що відбулася в Києві в межах найбільшої медичної події країни — #PublicHealth.
Захід об’єднав представників українських і міжнародних організацій, які працюють над відновленням медичної інфраструктури, розвитком реабілітаційних послуг та впровадженням інновацій у сфері охорони здоров’я.

У межах конференційної програми представники проєкту Clusters4Health виступили під час панельної дискусії
  🔥 «Фінансування медичних проєктів 2026: донорські програми та умови участі»,
присвяченої можливостям залучення міжнародного фінансування, умовам участі українських організацій у донорських програмах та інтеграції українських ініціатив у європейський інноваційний простір.

Міжнародна співпраця та нові партнерства

Під час заходу відбулися зустрічі з представниками міжнародних організацій — Nova Ukraine, UNDP Ukraine / ПРООН в Україні, International Medical Corps, International Rescue Committee, а також українських ініціатив — ZDOROVI agency та БФ “БЛАГОМАЙ”.
Обговорювалися напрями співпраці у відновленні медичних закладів, підвищенні стійкості системи охорони здоров’я та розвитку інноваційних підходів до надання медичних послуг.

Окрему увагу було приділено представленню проєкту Clusters4Health — ініціативи, що об’єднує українські та європейські медичні кластери, університети, лікарні, виробників медичних виробів і пацієнтські організації задля розвитку спільних інноваційних рішень, створення партнерств і підтримки бізнес-кооперації у сфері охорони здоров’я.    

Медичні кластери vs кластерні лікарні — у чому різниця?

У рамках виступу було роз’яснено ключову різницю між поняттями «медичний кластер» та «кластерна лікарня».
Медичні кластери — це платформи співпраці між різними учасниками екосистеми охорони здоров’я, які об’єднують бізнес, наукові установи, лікарні, громадські організації та державні структури для спільної реалізації інноваційних проєктів і стратегічних ініціатив.

Також було представлено діяльність Ресурсного центру “Медичні кластери”, до складу якого входять:    

• Львівський кластер медичного бізнесу;
• Рівненський міжрегіональний медичний кластер;
• Кластер виробників медичних виробів;
• Київський медико-правовий кластер;
• Кластер приладобудування та автоматизації (медичне крило).

 Як приклад ефективної співпраці між українськими та європейськими партнерами було наведено проєкт Clusters4Health, який сприяє розвитку інновацій, формуванню партнерств і створенню спільних проєктів для зміцнення української медичної екосистеми.    

Діалоги, що надихають

Після офіційної частини конференції учасники продовжили обговорення у форматі неформальних дискусій.
Особливу увагу привернули теми розвитку українських виробників медичного обладнання та стартапів, які прагнуть вийти на міжнародні ринки, знайти інвесторів і долучитися до спільних європейських ініціатив.

Серед учасників конференції були й представники регіональних медичних закладів, зокрема Рівненського обласного протипухлинного центру, які демонструють сучасний підхід до організації медичної допомоги та беруть активну участь у кластерних ініціативах.    

Військово-цивільна співпраця та реабілітація

Після конференції відбувся круглий стіл «Груз300», присвячений питанням військово-цивільного співробітництва та підготовки медичних фахівців.
Обговорювалися напрями підтримки військових медиків, їх перекваліфікації та інтеграції у цивільну медичну систему.
Ця тематика безпосередньо пов’язана з ініціативою #ReSkillDefenceForces, що реалізується в межах партнерської діяльності проєкту Clusters4Health.

34-та Міжнародна виставка “ReBuild Ukraine: Health & Rehabilitation” вкотре підтвердила, що ефективне відновлення системи охорони здоров’я України можливе лише за умови синергії держави, бізнесу, міжнародних партнерів і професійних спільнот.    

Медичні кластери є ключовим інструментом цієї взаємодії — вони забезпечують системну, ефективну та сталу співпрацю, сприяють розвитку інновацій, підвищенню якості медичних послуг і конкурентоспроможності українського сектору охорони здоров’я.

Clusters4Health — це дворічний проєкт Європейського Союзу, який реалізується за підтримки програми SMP-COSME-2024-CLUSTERUA.
Координатором проєкту є Biocat (Іспанія), партнерами виступають організації з Італії, Польщі, Румунії, Норвегії та України.
Мета проєкту — посилити інноваційний потенціал українських медичних кластерів, сприяти трансферу знань, створенню спільних проєктів і підвищенню стійкості системи охорони здоров’я України.

Clusters4Health participation in the 34th International Exhibition ReBuild Ukraine: Health & Rehabilitation

On 2 October 2025, the Clusters4Health project took part in the 34th International Exhibition “ReBuild Ukraine: Health & Rehabilitation”, held in Kyiv as part of the country’s largest annual medical event — #PublicHealth.
The exhibition and conference gathered leading Ukrainian and international organisations working on the reconstruction of healthcare infrastructure, rehabilitation services, and sustainable innovation in the health sector.

During the event, representatives of Clusters4Health contributed to the panel discussion
🔥 “Financing Medical Projects 2026: Donor Programmes and Participation Conditions,”
which focused on the upcoming funding landscape, donor priorities, and opportunities for Ukrainian healthcare initiatives to engage in European and international support programmes.

International Cooperation and New Partnerships

 The conference provided an excellent opportunity to establish new connections with representatives of Nova Ukraine, UNDP Ukraine / UNDP in Ukraine, International Medical Corps, International Rescue Committee, as well as Ukrainian initiatives such as ZDOROVI Agency and the Blagomay Charitable Foundation.    

Discussions were centred on strengthening cooperation in rebuilding healthcare facilities, enhancing system resilience, and promoting innovation in medical technologies and rehabilitation services.

 The Clusters4Health project was presented as a key European–Ukrainian partnership supporting collaboration between health clusters, hospitals, universities, medical device manufacturers, and patient organisations to accelerate innovation and improve access to knowledge, investment, and partnerships across the healthcare ecosystem.    

Medical Clusters vs. Cluster Hospitals — What’s the Difference?

During the session, particular attention was given to explaining the difference between medical clusters and cluster hospitals.
Medical clusters are collaborative networks uniting multiple stakeholders in healthcare — businesses, research institutions, hospitals, and NGOs — to jointly develop and implement innovative projects, while cluster hospitals represent only a part of such ecosystems.

The audience was also introduced to the Resource Centre “Medical Clusters”, which unites:    

• Lviv Medical Business Cluster;
• Rivne Interregional Medical Cluster;
• Cluster of Medical Device Manufacturers;
• Kyiv Medical and Legal Cluster;
• Cluster of Instrument Engineering and Automation (medical division).

 As a practical example of successful cross-border collaboration, the Clusters4Health project was highlighted for its role in developing joint initiatives, building innovation partnerships, and fostering sustainable healthcare transformation.    

Dialogue, Knowledge, and Regional Cooperation

Beyond the official sessions, participants engaged in active discussions on cooperation between Ukrainian medical equipment manufacturers, startups, and international partners.
Particular interest was shown in opportunities for access to European markets, investment support, and cluster-driven acceleration programmes.

Among the conference participants were representatives from regional healthcare institutions, including the Rivne Regional Oncology Centre, who shared their experience in applying modern medical management practices and engaging in cluster-based innovation.    

Civil–Military Cooperation and Rehabilitation

Following the main programme, the round table “GRUZ300” focused on civil–military medical cooperation and training of healthcare professionals.
The discussion included topics related to the reintegration and reskilling of combat medics into civilian healthcare services — an area directly connected with the #ReSkillDefenceForces initiative implemented within the Clusters4Health project framework.

 The 34th International Exhibition “ReBuild Ukraine: Health & Rehabilitation” once again confirmed that rebuilding Ukraine’s healthcare system requires strong coordination among government institutions, businesses, international partners, and professional communities.    

Medical clusters play a vital role in ensuring that this cooperation becomes structured, efficient, and sustainable — fostering innovation, improving healthcare quality, and enhancing the competitiveness of Ukraine’s medical ecosystem.    

Background:
Clusters4Health is a two-year project funded by the European Union under the SMP-COSME-2024-CLUSTERUA programme.
The project is coordinated by Biocat (Spain) in collaboration with partners from Italy, Poland, Romania, Norway, and Ukraine.
Its main objective is to strengthen the innovation capacity and resilience of Ukrainian health clusters by facilitating cross-border cooperation, knowledge exchange, and the development of joint initiatives that support the sustainable recovery of Ukraine’s healthcare system.
